About Local 315

Up until 2018, the Portland Installation was comprised of 2 separate facilities, PACC (near PDX) and the Portland Plant, in the heart of downtown Portland. In addition, a separate Installation Mt. Hood DDC operated near PACC, but was a single bid cluster unto themselves.  All of this changed in 2018, when USPS invested greatly in the Portland Area by building a new Plant on NE Cornfoot Road near PDX, which consolidated all 3 Plants into this new facility.  To this day, this Plant is one of the largest and most technically advanced in the Western US.  The consolidation of these 3 facilities into the new Portland P&DC led to an over 50% increase in Local 315’s membership, aided considerably by the success in fighting for jurisdiction of the MH craft of the first-ever EPPS machine, which was installed in Portland, and the USS (among other operations.)

     Local 315 represents Mail Handlers in the entire state of Oregon, and has a second Installation in Eugene which is large enough to warrant a Branch President.  In 2013, all Mail Handlers in the Salem Plant (30 at the time) were forcibly excessed to Portland in a misguided attempt to downsize the Postal network in this state.  The Union successfully retreated several MHs back to Salem, and we now have a compliment of our craft which works in the state’s capitol once again.  In addition to this, we have Mail Handlers proudly serving the American people in Medford and Bend, Oregon as well.

     This Local has also had historically strong ties to our sister Local 316 (representing our craft in WA and AK), headquartered in Seattle.  The two Locals have a strong bond which has developed through mutual training exercises, close geographic proximity, frequent collaboration, and through the strong leadership of NPMHU Western Region VP Don Sneesby.

            Local 315’s Union offices are located in Portland, at 3637 NE Sandy Blvd, 97232.  This Union holds quarterly Executive Board and Council meetings, as well as membership meetings in all of the major Plants which employ our craft.  We have had a long-standing tradition in this Local of holding our Annual “Handler’s Harvest” picnic event at historic Oaks Amusement Park near the Selwood bridge, an event which is designed to involve our families into the Union solidarity which makes our craft so strong in this region.
